EBEN HOPSON, DEMOCRATIC candidate for governor, said Wednesday he was gratified his name would not be kept off the Aug. 27 primary election ballot because of a technicality.

Hopson, mayor of the North Slope Borough, said he was informed in Barrow Tuesday his name would appear on the ballot despite the fact his filing papers reached the lieutenant governor's office after the June 1 filing deadline. His application was postmarked May 31 but did not reach Juneau until Monday.

Hopson said his campaign would "focus on the failure of recent state administrations .. to address the serious educational, social and economic problems of rural Alaska.

"The problems must be brought to the attention of the Alaskan people," he said. "To have denied this by a legal technicality would have been a grave miscarriage of the spirit of the American democratic system."
